Family Circus is an absolutely horrible single panel newspaper comic about a mom and dad and their little brats. As the kids go around getting into trouble, the cartoonist often indicates their movement (and the direction in which we're suppose to perceive their movement) with dotted lines. This is necessary because of the use of only a single panel (with multiple panel comics you don't need to use such indicators).
The dotted lines aren't suppose to exist of course, they're just reference points for the audience. The comic above is postulating that the dotted lines seen in Family Circus are real, and that the kids are punished for making them.

So, I just spent my day at work reading all the comics. Very nice.
Not sure if it's my internet or your server, but #130 isn't loading all the way... I can tell it's about poprocks, but I can't see the bottom half of the comic.
